		<description>This has been a big topic for quite some time in the US.  A lot of people were shocked by it when news came out that we were using such tactics.  (Luckily, the last figure I saw from the CIA said they were only used 3 times--but who knows if that's true.)

It's even worse when you study the legal side of it.  We already have numerous laws that should make such practices illegal as torture, and there are plenty of international conventions against torture, as well.  The problem is, the government keeps playing games with the definition of "torture" or "cruel, inhuman, and degrading treatment" (the phrases used in most laws) so that they can avoid the law.  The Bush administration has really been at the root of it all.  

The New York Times has been doing a good job keeping track of it all:
